Angel hired Atty. Juan to handle the criminal complaints she filed against her husband for violation of R.A. No. 9262 and concubinage. She paid him ₱130,000.00 as acceptance fee and litigation expenses and gave him documents related to the cases. Atty. Juan failed to act diligently on the cases and did not properly update Angel about their status. After several months, Angel terminated his services and demanded the return of her money and documents, as well as an accounting of the expenses incurred. Atty. Juan ignored her demands. Atty. Juan claimed that the acceptance fee was already earned upon his engagement and that the remaining amount was for litigation expenses.

Is Atty. Juan administratively liable under the Code of Professional Responsibility and Accountability (CPRA)? Explain. (Bar 2026 Syllabus)
